〈JCJ声明〉米国・イスラエルによるイランへの攻撃に抗議し即時停止を求める

　米国とイスラエルは、2月28日イランに対してミサイルや爆撃による軍事攻撃を開始し、イランの最高指導者ハメネイ師や多数の政府・軍幹部を殺害した。イラン南部の小学校も攻撃に遭い約100人の児童らが死亡したと報じられている。
　トランプ米大統領は攻撃の理由を「イランの核開発阻止」とするが、まさに核開発をめぐる協議の最中での電撃的、一方的な軍事侵攻だった。すでに核を保有するイスラエルはとがめず、共同して武力でイランの主権を侵す理不尽さは目に余る。国連安全保障理事会の決議もなく、国連憲章違反は明白だ。米国とイスラエルは即時にイラン攻撃を停止すべきである。
　イランも反撃し戦火は湾岸各国などに広がりつつある。世界の海上石油輸送の4分の1、日本の輸入原油のほとんどが通るホルムズ海峡は事実上封鎖された。今回の違法な攻撃が世界に及ぼす軍事的、政治的、経済的な悪影響は測り知れない。
　この暴挙を前に、日本政府は文字通りへっぴり腰だ。ウクライナを侵略するロシアに対し「力による現状変更の試みを許してはならない」と言った高市首相は、今回の米国などの攻撃には「その法的評価をすることは差し控える」と口ごもるだけだ。今月19日には日米首脳会談もある。姑息な二重基準でごまかすことはやめて、国連憲章など国際法に違反するイラン攻撃が決して許されることではないと、トランプ米大統領に明確に伝えるべきだ。
　日本は、イランとも米国とも友好関係を築いてきた平和国家である。中東、世界の混乱に手をこまねくことなく、心ある国々と声を合わせて、この愚行を止めなければならない。
　JCJは主権国家に対するいかなる武力攻撃も認めず、平和を脅かし市民のかけがえのない命を奪うことは許さないとする立場から、強い抗議を表し、攻撃の即時停止を求める。

Protest­ing the U.S.-Israel Attacks on Iran and Demand­ing an Imme­di­ate Ces­sa­tion

On Feb­ru­ary 28, the Unit­ed States and Israel launched mil­i­tary strikes against Iran using mis­siles and aer­i­al bomb­ings, report­ed­ly killing Supreme Leader Khamenei and numer­ous high-rank­ing gov­ern­ment and mil­i­tary offi­cials. Reports also indi­cate that a pri­ma­ry school in south­ern Iran was hit, result­ing in the deaths of approx­i­mate­ly 100 chil­dren.

U.S. Pres­i­dent Trump cit­ed “pre­vent­ing Iran’s nuclear devel­op­ment” as the jus­ti­fi­ca­tion for the attacks. How­ev­er, this was a light­ning-fast, uni­lat­er­al mil­i­tary inva­sion car­ried out in the very midst of nego­ti­a­tions regard­ing that nuclear pro­gram. The injus­tice is glar­ing: while Israel’s own nuclear arse­nal goes unchal­lenged, the two nations have con­spired to vio­late Iran’s sov­er­eign­ty through brute force. Car­ried out with­out a UN Secu­ri­ty Coun­cil res­o­lu­tion, this is a clear vio­la­tion of the UN Char­ter. The Unit­ed States and Israel must cease their attacks on Iran imme­di­ate­ly.

As Iran retal­i­ates, the flames of war are spread­ing across the Gulf states. The Strait of Hormuz—through which a quar­ter of the world’s mar­itime oil and the vast major­i­ty of Japan’s crude oil imports pass—has been effec­tive­ly block­ad­ed. The mil­i­tary, polit­i­cal, and eco­nom­ic fall­out of this ille­gal aggres­sion on the glob­al stage is immea­sur­able.

In the face of this out­rage, the Japan­ese government’s response has been utter­ly spine­less. Prime Min­is­ter Takaichi, who once declared regard­ing Russia’s inva­sion of Ukraine that “attempts to change the sta­tus quo by force must not be tol­er­at­ed,” now mere­ly fal­ters, stat­ing she will “refrain from mak­ing a legal assess­ment” of the U.S.-led attacks. With a Japan‑U.S. sum­mit sched­uled for the 19th of this month, she must stop hid­ing behind a cow­ard­ly dou­ble stan­dard. She should explic­it­ly inform Pres­i­dent Trump that an attack on Iran in vio­la­tion of inter­na­tion­al law and the UN Char­ter is absolute­ly unac­cept­able.

Japan is a peace-lov­ing nation that has main­tained friend­ly rela­tions with both Iran and the Unit­ed States. We must not stand by idly as the Mid­dle East and the world fall into chaos; we must join our voic­es with oth­er con­sci­en­tious nations to stop this fol­ly.

The Japan Con­gress of Jour­nal­ists (JCJ) does not rec­og­nize any armed attack against a sov­er­eign state. From our stand­point that threat­en­ing peace and tak­ing irre­place­able civil­ian lives is intol­er­a­ble, we express our strongest protest and demand an imme­di­ate end to the attacks.
